Muhammad Nazrul bin Abd Rani is a Senior Lecturer at the School of Law, Universiti Utara Malaysia (UUM), specialising in Water Law, Environmental Law, and Water Governance. He holds a PhD in Water Law and Policy from the UNESCO Centre for Water Law, Policy and Science, University of Dundee, United Kingdom. His doctoral research examined the legal and regulatory frameworks governing sustainable water services, with a particular focus on water governance, regulation, and institutional reform.
He is also a GRI Certified Sustainability Professional, accredited by the Global Reporting Initiative (GRI), reflecting his expertise in sustainability reporting and ESG governance. His academic qualifications include a Bachelor of Laws (LLB) from Universiti Utara Malaysia, a Master of Laws (LLM) in International Business Law from Newcastle University, United Kingdom, and a Postgraduate Diploma in Public Management from the National Institute of Public Administration (INTAN), Malaysia.
Before joining academia, Nazrul served as an Administrative and Diplomatic Officer (PTD) in the Perlis State Economic Planning Division and later at the Ministry of Energy Transition and Water Transformation (PETRA), where he was involved in water services regulation, policy development, and intergovernmental coordination. This professional experience provides him with practical insights into Malaysia's federal and state water governance framework and complements his academic research.
His research focuses on water law and governance, environmental regulation, sustainability, climate resilient water infrastructure, ESG, water services regulation, and transboundary water governance. He has published extensively in these areas and regularly presents his work at national and international conferences. His research aims to bridge legal scholarship with policy and regulatory practice, contributing to the development of effective governance frameworks for sustainable water management.
