Dr. Zuliana Azwa Binti Zulkifli is a Senior Lecturer in Public Management at Universiti Utara Malaysia (UUM) under the School of Government, College of Law, Government and International Studies (COLGIS). She also serves as the Practicum Training Coordinator for UUM COLGIS at the Centre for University–Industry Collaboration (CUIC), where she oversees strategic academic–industry partnerships and professional training integration.
Her scholarly expertise centres on crisis vulnerability, public sector governance, policy design, and institutional resilience, with particular emphasis on how governance mechanisms shape public service delivery in complex and risk-prone environments. Her teaching portfolio spans Malaysian Constitution, Introduction to Public Administration, Public Policy, Strategic Public Management, and Ethics in Public Management, including professional programmes under Pusat Pendidikan Profesional dan Lanjutan (PACE).
Dr. Zuliana is an active member of several international scholarly communities, including the Asia Pacific Society for Public Affairs (APSPA) (since 2022), the Internet Society, and the Social Policy Association. At the national level, she is engaged with Persatuan Kesedaran Wanita Kedah (PKWK), reflecting her commitment to governance scholarship that bridges academia and community empowerment.
She is a HRD Corp Accredited Trainer (19 August 2025–19 August 2028) under the Ministry of Human Resources Malaysia and holds a Professional Certificate in AI Future Skills Accelerator (Artificial Intelligence) awarded by Microsoft and Pepper Labs (19 December 2025). In recognition of her academic and service contributions, she received the Anugerah Perkhidmatan Cemerlang (Excellent Service Award) 2024.
Dr. Zuliana holds a PhD in Public Management and a Postgraduate Diploma in Higher Education Teaching and Learning (PGDHELT) from UUM. She earned her M.A. in Governance and Public Policy from the University of Sheffield, United Kingdom (2015), and graduated with First Class Honours from Universiti Teknologi MARA (UiTM), Malaysia (2012). Her academic journey was supported by competitive national scholarships, including the Skim Latihan Akademik Bumiputera (SLAB), Program Pascasiswazah Luar Negara MARA, and the Public Service Department Malaysia sponsorship.
Her work integrates governance theory with institutional practice, contributing to contemporary debates on adaptive public management and ecosystem vulnerability in developing and transitional contexts.
