OVERVIEW
Russayani Ismail is a Professor and Dean at the School of Economics, Finance and Banking, Universiti Utara Malaysia (UUM). She obtained her doctorate (PhD in Economics) in 2006 from the University of Exeter, United Kingdom, Master of Science in Economics from the same university (1996), a Bachelor Degree from the International Islamic University Malaysia (1994) and Graduate Certificate in Tertiary Education Management from LH Martin Institute, University of Melbourne (2014). Prior to joining UUM in 1995, she worked as an Assistant Director at the Human Resource Development Council and as a Bank Officer at Bank Buruh Malaysia Berhad (later known as BSN Commercial). In 2007 she was appointed as a Director at the Institute for Economic Research, UUM and later in 2012, she led another research institute, Center for Testing, Measurement and Appraisal. She is also a member of the Royal Economic Society, UK, a think tank for the Institute for Youth Research Malaysia and a Research Fellow at the National Higher Education Research Institute (IPPTN,USM). She is actively involved in research and consultation works involving government agencies and the private companies. In May 2012, she was appointed as a member of the Expert Committee by the Ministry of Education Malaysia to investigate, analyse and provide policy recommendation related to the transformation of higher education financing in Malaysia and also as a member of a Review Team of the Malaysia Higher Education Strategic Plan. In October 2015, she was appointed as a Lead Researcher for the project 'Financing Higher Education: Policy Options for the Commonwealth Pacific'. The main aim of this research is to come out with a Policy Paper on higher education financing for the commonwealth Pacific.
