OVERVIEW
Zulkhairi Dahalin is a Professor of Information Systems with the School of Computing, Universiti Utara Malaysia (UUM). He has been an academic staff since 1991 as a lecturer, a researcher and a consultant. He is presently the Chairman of the Malaysian Technical Committee for the development of standards for Personal Identification Cards and Related Devices under the ISO/IEC Industrial Standards for Information Technology and Multimedia. He is also the external academic adviser for ICT faculties of two public universities. He is a member of the Board of Advisory for the Malaysian Chapter of the Association for Information Systems (MyAIS). His research interests are in Rural ICT Development, Information Strategy Planning, Enterprise Architecture and Big Data Analytics. He has held several academic positions including the Dean, Faculty of Information Technology (now School of Computing), Director of the university’s Computer Centre, Director of the university’s Centre for Research and Consultancy, and Director of the Northern Corridor Research Centre. He was also a senior fellow with the International Telecommunication Union (ITU)-UUM Asia-Pacific Centre of Excellent for Rural ICT Development. Prof Zulkhairi received his PhD in Computer Information Systems from Aston University, UK, MSc and BA (Computer Science) in Illinois, USA. He has published more than 100 articles in journals and proceedings of local and international seminars and awarded several research and consultancy projects. He was the head consultant for Asian Development Bank on Rural ICT Policy Advocacy, Knowledge Sharing and Capacity Building, and head consultant for the ITU online training on Universal Service Obligation based in Geneva. He was the principal consultant for a state ICT Strategic Development plan, lead facilitator for the state ICT Transformation Plan, head consultant for Information Strategy Planning for several government agencies and private firms, resource person and expert consultant for an International Program on Malaysia Technology Transfer on Rural ICT Transformation: Bridging the Digital Divide, and a consultant for business process re-engineering of government agencies.
