OVERVIEW
Haslinda Mohd Anuar is an Associate Professor of Law at the School of Law, College of Law, Government, and International Studies (COLGIS), Universiti Utara Malaysia (UUM). She holds a degree in Bachelor of Laws (LL. B Hons) from International Islamic University, Malaysia in 1994; a Master of Law (LL.M in Public Law) from University of Wales Aberystwyth, United Kingdom, in 1996; and a PhD in Law from Newcastle University, United Kingdom, in 2015. Her PhD thesis is entitled, ‘Environmental Rights in Malaysia: Public Participation under Environmental Impact Assessment’. Prior to joining the academic line, she served as a legal officer at Penang Municipal Council for three years, from 1996 to 1999, with tasks focusing mainly on drafting legal documents, litigation, and legal advisory. She also served as the Deputy Legal Advisor for Universiti Utara Malaysia from January 1, 2021, until January 20, 2022. Her current and past research projects are mainly on environmental law, constitutional law, and administrative law. She has been awarded the Erasmus+ research project on ‘Curricula Development on Climate Change Policy and Law’ for the three years from January 2021 to January 2024. Her expertise in environmental law was also recognized when she was appointed as a member of the ASM-KASA Task Force on Strengthening Environmental Governance (SEG) in Malaysia, which aims to examine the various institutional structures and identify one that has the greatest potential to strengthen environmental governance in Malaysia. Regionally, she is a member of the Training-the-Trainers (TTT) Environmental Law Champion Network, supported by the Asian Development Bank based in the Philippines, and locally, she is a member of the Bar Council Disciplinary Committee, as well as an active member of the Malaysian Nature Society (MNS). At the university level, she has been appointed as a member of the ‘Carbon Footprint Development Plan for Campus Sustainability’ for three years, starting in 2021 and ending in 2024. Haslinda has published several book chapters, Scopus and indexed articles in various journals, as well as in the conference proceedings. She also supervises several students in international law, international environmental law, constitutional law, administrative law, and human rights.
